Neck turning

Greetings,

I have a couple of questions about neck turning.

I use a Forster Hand Held Outside Neck Turner. The instructions are pretty straight forward, but still not enough for my thick mind. I set up the thing just under the shoulder and make the cutter touch the brass. Then I turn. I see that some part of the brass becomes shiny and some does not (not cut of course). So I go where the brass is not shiny, turn a little bit the knob and turn again.

Is it the right way to do it?
How do I know if it cut too much if my brass "is really" thicker on one side than another?

..Because the cutter is about half the size of the neck of my 30-06 case, I pull out the case a little bit and turn to cut a section closer to the end. Then pull it out again and do the same thing. If I see there is a part that is not shiny, I screw a little bit more the cutter and do the entire neck.

Am I doing it right?
Anyone can give me pointers that I missed?

How you approach this is dependant upon the chamber you are working with. If you have a tight necked custom barrel, then you are turning to a specific dimension to fit your chamber neck. If you have a factory chamber, then all I do is set it up to just cut the high spots like you are doing. Somewhere's along 50/50 cut/uncut. You don't want to turn your necks too thin. I am sure Walkalong will be here shortly, and he has much more info regarding neck turning than I do.

Ah!!!! 50/50 is a good way to describe it.
