SS pins and decapping first

For me it's about keeping my presses a bit cleaner. I wet tumble with no pins to get most of the crud off. Then they dry and I use a single stage to decap. Then I tumble with pins.

I load for bullseye and have plenty of brass. Only really reload once a year for the season, so that leaves me most of the year to clean brass.

My process for high volume/progressive reloading is to wet tumble with pins without de-priming first. I like the inside of the case clean enough to verify a powder drop visually. Some like to de-prime first for pristine cases, and that’s cool.
I can see where some like to re-size and de-prime first, even on a progressive, to make the second round more consistent, but I haven’t tried that yet. That would mean for me I’d need to tumble once to get them clean enough for the sizer die, and then again after de-priming to clean the primer pockets, and I’m just not that critical about clean primer pockets on 9/40/45.
Depends on how long you're going to store your brass. Wet tumbled (and rain soaked) primers will seize in the pockets if left in the brass over a period of time.
I haven’t found this to be true. I’ve picked up range brass, actually dug it up and it was tarnished black, but there wasn’t a ringer problem. I have stored my wet tumbled brass for 7 years - that’s the box I’m currently working on for 9mm, and I don’t have ringer issues. My wet tumble final rinse is a citric acid rinse and I do try to make sure the inside of the brass is dry.
I’ve had ringer problems with Federal NT 9mm brass, but I think there was something other than moisture causing it.
