Looks like a toggle action, just turned on it's side (think Luger). The Winchester model 73 is a toggle action also. Pretty sure you have seen both of those at one time or another, LOL.

I'm sorry, but this is not a Fortner action - it's a simple toggle action, similar to the Izhmash (Baikal) Biathlon 7-2, or the single shot Hammerli 120 pistol. It's a cheap, budget solution. Fortner is a real straight pull action, much more sophisticated (and expensive). Anschutz version of it looks like this:
