I have flown at least 50 times between Hawaii and the Mainland and it's a simple matter to accomplish by air. Edit: I found it. https://www.faa.gov/hazmat/packsafe/ammunition They don't really have a whole lot of limitations. Small arms ammo over .75 caliber, powder, primers and percussion caps and loaded guns are not allowed. I never realized FAA had those rules, thought that was just TSA.
