I had one. I never saw what the hype was about the 10/22. mine was not very accurate, and pretty picky about the ammo it would cycle reliably. I must have had a bad example. But I would prefer a Marlin 39A anyday :)

Honestly in my opinion flip a coin. The cartridges are very similar. either one you will choose you will be happy with.
Did the bullet make it out of the barrel? try getting a wooden dowel and putting it in the muzzle end of the gun and try giving it a few good hits, and see if that will loosen the case.

With that being said buying used always gets more gun for your money if you know how to look.
in the $600 range I would say a Saiga 308, or a Romanian PSL (has Iron Sights) that can still be used when scope is on.
if money is not a concern, I would say Springfield M1A
in my opinion the saiga is well worth it. It should be more accurate, just as reliable, new manufacture not built from a parts kit, and made in russia. that being said the WASR are kinda rough around the edges so to speak, but they get the job done.
