Lead can be very dangerous on an indoor range if it has poor ventilation. I know a couple of people who had lead poisening from shooting at a local gun shop (both recovered). It would be much more feasible and finacially affordable to just encourage upgrades...
I doubt they will ever force lead-free ranges. Lead is a naturally occuring metal, they can't, logically, say that is bad for the environment. It doesn't seep either.
