I have a 29-2 that was stored in the presentation case (velvet like liner) for many years and it has those kind of cloudy spots. It also can be from the cleaners used on it.

Both Beretta and Colt make .357's, single action only, but never the less they still make 'em!

You can find the original grips on Ebay all day long, but your going to pay some coin! For $200 if it is mechanically sound and looks nice, I'd go for it (it's a Colt from the glory days).

Gun Broker is always a good way to get an idea. I just bought a 1969 that is in about 95% without box or papers for $475 and I feel like I got a deal!:)
I have both with 4" bbl and I was suprised to find that my 620 is far more accurate than my 1996 686+, but the 686+ has a crisper trigger. I had read that the two piece barrel made the gun more accurate and I tend to believe it's true.
