I'm not talking about using an FFL/SOT to transfer a firearm bought from someone else. I'm talking about an FFL/SOT selling someone a title II firearm they have in stock, then charging extra to fill out the form 4. A form 4 isn't any more complicated for an FFL/SOT to fill out than a 4473...
All I'll say is that any dealer who charges you extra to fill out an ATF form is ripping you off, especially when FFL/SOTs who don't do that are a dime a dozen here in Houston.
