Because people think that every single part of a "real" gun should be made of steel, machined from bar stock, forget the fact that they wouldn't want to pay for them if they were.
You can make the coil spring with the same music wire. Just wind the wire around something a bit smaller than what you want it to be when it's done. Be mindful of wire diameter, turn count and turn spacing.
Try punching some dimples on the bottom of the sight. If you're trying to do this with your punch held perpendicular to the sight, it probably won't work. You need lay the punch over to the side so it really raises some metal.
A link really isn't needed. Take a hacksaw and cut it off where you want it (I wouldn't go below 18.5", minimum legal length is 18"), and dress the end with a file or get this tool from Brownells to dress it.

Don't forget...
It doesn't look like any of the Savage barrels are big enough to accomplish this. The Mauser is a 1.11" shank, the biggest Savage is 1.125. You wouldn't be able to clean the Mauser threads out before being too big. Unless your Turk is small shank barrel, in which case it's just a bad idea...
