I had a similar problem when trying to sight in a Mini14 .223 with Malasian milspec ammo. I was adjusting the scope back and forth. I put in some good BlackHills target and the problem ended. I would suspect the ammo over the barrel but I could be all wet.

I bought some when I could not get anything else. It worked just fine in my older Mini 14 with 20 round mags.
