You might also consider a Vector Arms AK, I hear they make some good ones and have a 5-yr warrenty. Around $450-500 in a bunch of different configurations.
I own a WASR-10 and while people place it on the bottom rung of AKs, I've never had any problems.
I don't think medium rings would be a problem...
I have a BP-02 with a BSA 4x32 with medium rings and it sits quite low, I don't think it could get any lower but the BSA is a larger scope then the one you show.
As far as I'm concerned it's apples and oranges. If you can only afford to pay $99 - $150 and you need a gun REAL SOON NOW then the Hi-Point fits the bill. Chances are that you'll be able to get a Hi-Point and ammo at your local gun store RIGHT NOW, whereas you'd have to order the Mak, ammo...

I've put 1200 rounds through mine, no problems really. (Doesn't like Blazer much) I hear they have top-notch support if you need it. I believe the comp can be taken off. I am happy with mine, it was cheap and has been reliable.
