Brass is tarnished as you would expect for ammunition ~40+ old. Since it has a Winchester silvertip bullet, in a Winchester marked case, with a chrome primer (the style used by Winchester in that vintage ammunition) it appears to me to be a factory load.

Buy a higher front sight. Should be a dovetail base. Drive out old sight, New sight may require some filing on the male part of the dovetail. This is not a unique problem with rebuild military rifles. Good luck

When you put the safety on it firing pin should move back a corresponding amount. You are physically blocking the firing pin back when you put on the safety.

You can't do private sales any more. Pistols have to go through an FFL or the State Police. Rifles and shotguns have to go through an FFL.
