The Ruger MK I does *not* have the firing pin block, so don't dry fire those if you can help it. In general it isn't a good idea with .22's as others have said, but the MK II does have a block built into it. I don't make a habit out of it anyway though.
I didn't think the Saiga's were coming in anymore. Has anyone seen one for sale lately? Still kicking myself for not getting one when they were $159.....
I realized that like so often happens, I didn't actually answer your question.
Between those two I would get the Mossy.
Havlin Sales makes a Weaver mount that screws into the receiver on the Mossy using existing tapped holes. Works great and is about 25 bucks.

Are you buying these through the CMP?
For those prices I would agree on getting a CZ. I have a Mossy Model 44 actually have 2. They are great guns, but they may be getting down to the bottom of the barrel. I like to look at them in person. I did not get mine throught the CMP program BTW...
I think the guy who suggested washing the gun off with a toothbrush is right on. Flitz is a *very* mild abrasive more like fine polish. I don't think it would have rubbed the tenifer finish out of the metal, it would have had to actually take off some metal to do that. More likely the Flitz...
Refinishing wood stock
Before you spend the money on another stock you might try refinishing and recontouring the stock. I carefully used a dremel to recontour the grip and sanded the whole thing. Then put linseed oil finish on it.
I have several CZ's and they are great guns, but the lever action .22's are fun. The price on the CZ isn't great. Get the lever action Marlin, and start saving for a 452. My local dealer has a used Lux for $179. They are out there. The Specials are usually $199 or so new.
Now that you can supposedly get high-caps for the SAIGA sporter rifles, they would seem to be one of the best buys out there. I am planning on getting one of the 7.62x39 models soon. CDNN has them pretty cheap, not as cheap as they were last year, but... I noticed on the EAA website that...
It should be very competitive with the 10/22's. Considering they go on sale for $139 here once in a while. I would guess the Baikal will be $199, but you will get gouged early on by dealers. I'd buy one for $150 or so.
Peep sights aren't that common on new guns, unless you are talking spendy Target rifles.
Start scoping out the used racks at gun shops and pawn shops. I have found some great deals on used guns. Keep an eye out for the Mossbergs, not just the 44. I have a 144 and another that is a semi...
With all the SKS's around why doesn't someone make a decent stock for them? I would buy a nice sporter thumbhole design. Laminate or wood or even a nice synthetic. I have one with a Monte Carlo stock that says Combat Exchange, but it is just OK. Kind of heavy.
Still hoping someone has heard of this rifle. It is pretty distinctive with the mag holder in the stock. Nothing turns up on the net except some out of date sale on gunsamerica.
Havlin sales now sells an adapter for a weaver base that screws on where the old scopemounts go. This will allow use of 1" tube scopes on these old guns. Grea quality mount. I ordered two of them.
