Not to fan the flames or anything, but the reason you're getting conflicting advice OP is probably because you set your budget at around double the price of both the brands you're shopping. RIA and Taurus are usually considered good deals for under $500, not under $800, so you should reconsider...

What level of modification are you allowed to do to the car? There was a recent thread that outlined a pretty straightforward system for mounting a holster under the dash, if you can get away with drilling a couple holes.

That is impressive though (with regards to the gun). Cold conditions are much harder on firearms than warm.
Not sure if they have GoldDot, but Brassfetcher is a good place to look for ballistic test data. I believe the FBI standard is 14" minimum penetration in gel for self defense, so make your choices based on that.
