I have a M92 Winchester rifle in 38WCF ( built 1911) and a matching Colt New Service in the same caliber (built 1907) Both were carried by my Grandfather in the 19 20-37 time as a Volunteer Deputy Sheriff in Mississippi. He was a cotton farmer and took the job because it included a telephone.
I still shoot a Garand at Highpower Matches. I bought a Blue Sky 1945 Springfield Garand that would keyhole at 50yds!!. The barrel stamp was so deep that you could feel it with a tight cleaning patch. I accepted the challenge!!
It took a year, but I now have a very accurate M1.
The only item...
I know that the USMC is just as bad. I was put into a "light duty" pool after getting 3 ribs cracked in training. Because of my previous "secret" security rating I was placed at a desk where I would read and modify reports that were to be released for public use. There was a 3 month backlog...
The only 16.5" lever gun I could recommend with those loads aint made no more. Winchester m94 "Trapper" still out there but not as affordable as before.

When I was shooting Sharps rifles in competition we would have to call a halt on the range on windless humid days. After 3-4 shots from 20-30 big bore buffalo rifles you could not see the 200yd chickens, not to mention the 500yd rams.
I am VERY old school. My recommendation would be to get / build a 44", 50cal, 1-72 twist full stock flint lock and learn to shoot it. Then you will have a proper ML rifle that will kill deer all day long out to 100yds.

One dram is 27.5 grains. Try 2 1/2drams (68-70gr) of Pyro RS. Top that with a modern shotcup, before loading it put some stiff lube in the cusion part, 1 1/8oz of shot and crimp.
As a lube, try a 50/50 mix of Bore Butter and beeswax, or crisco/beeswax in the same formula.
