Actually it is not "per trigger pull" it's "per trigger action" A fire on pull and fire on release is legal, since it is 2 actions of the trigger (there is an ATF ruling on this). Perhaps the O/U falls under this category.

The answer is surprisingly simple....we just went thru an ATF audit so we got lots of questions answered. It all boils down to what the MANUFACTURER recorded in the Acquisition and Disposition record that they are required to keep by the ATF. what is done to it after that does not change this...
