For those that may be interested, got it fixed, there is a lug that is staked into place on the carrier that was missing, this lug engages the lifter and the two move together, the replacement part from numerich was missing this lug as well, I found it because I happened to run into a gunsmith...

how do i check the "floating chamber"?

s, l, lr it appears that the lifter is not dropping down to allow the rounds to come in over the top of it...but I can figure out what is supposed to make the lifter drop down to allow that.
