Looks like one to me; straight gas block and the flutes in the metal on the upper handguard give it away. Though that cleaning rod has some funkyness to it, or maybe a bad angle for the pic.

I can never remember their web address, but iron wood designs has stocks to make your 10/22 look like an AUG or walther wa2000. I believe both options have built in scope mounts. They are pricey, but very high in the neatness category( especially the walther).
