powder baffles in pacific 366 ???

I just bought a used pacific 366 it's in really great shape. Started to load some 1 1/8 shot using unique powder it calls for 21 gn using a # 435 powder bushing it comes up light like 19.3 gn even after 6 or 8 throws. Do I need to use a powder baffle? Thanks guys in advance

A baffle would allow the powder to stay fluffier instead of being packed in depending on the amount of powder above it. So a baffle would make it lighter.

I also have a Pacific powder measure and it works more consistently since I added a powder baffle. See the attachment that I found on the internet for information on making a custom baffle. It's pretty easy and worth it, in my opinion.

Micha2u thank you for the attachment I will give it a try.my friend text me this morning told me he has a set of baffles that are for those tubes will try both to see what works better
