RCBS lockout die for XL 650 -- need help

I just got a brand new RCBS lockout die to use on my XL650. Per the instructions, I performed the following steps:
  1. Lower the operating arm, raising the platform.
  2. In the 3rd station, screw the lock out die down until the bottom of the die is about 1/4" from the shell plate (note: I have already attached the plastic white tip to the bottom of the die shaft)
  3. Raise the arm, lowering the platform and place a correctly charged case in the 3rd station.
  4. Lower the arm, raising the platform with the charged case, note if the white ring on the die shaft is even with the top of the die.
  5. If so, the die is adjusted correctly.
  6. If not, hold the die shaft at the bottom and twist the top of the die shaft and retry steps 4 thru 6 until the die is adjusted correctly.
After performing these steps, when a correctly charged case is in station 3, the white ring is flush with the top of the die. However, the die still does not lock up the press when there is a double or no charge case. I must be doing something wrong. This is the 2nd one of these dies I've had and both of them failed to lock the 650 press up on a double/zero charge after performing the appropriate steps. I thought something was wrong with the first die so I sent it back and RCBS sent me another one, same problem, so it's me not the die.

What am I doing wrong?
 
I'm not sure if this will completely solve your problem or not, but Step 4 should be: Lower the arm, raising the the platform with the charged case, note if the white ring on the shaft is even with the top of the die when the case mouth touches the locking mechanism at the bottom of the die.
 
I run the RCBS lock-out die on my 650 and I've found that having the die body higher works quite well.

This is the answer right here. The white ring lined up at the top of the die setting is BEFORE the case goes all the way into the die and pushes up on the bushing on the inside.
 
I finally got it to work. I ended up using trial and error. I screwed/unscrewed the die body with an empty case in the station until the press locked up.

I think you will like it.
In a way it's funny, if it does not lock up you spent you money and it's not really doing anything but checking(no difference if it was there or not)
but on occasion when it does lock up it justifies the cost to me.
The nice thing is unlike a powder cop die you don't have to watch it.
