Brazilian double barrel

I recently got a double barrel break action pistol marked Casa Paulino Garcia Rio De Janeiro at a gun show. It's marked cal .380 L. I was wondering if anyone knew anything about it? a 9mm cartridge fits in the chamber, but does not engage the extractor, and a 38 S&W will not seat. IT's a non firing weapon, but I'd like to know what it used to fire. What era it was from and who sold it, as there are no import marks.

Common in Brazil and Argentina.
The legend is that revolvers and autos were expensive and restricted there in the early 20th; a cheap double barrel was the workaround.
The one in the picture is a deluxe version.
 
A common pistol in most of Brazil today, usually unregistered and kept for last-ditch personal protection. The Rossi group made these in the 1920s in Brazil. .380 CF is probably the British .380 "Rook" cartridge a close copy of the .38 short (or Long) Colt. .38 Short Colt is a short (.765") .38 special cartridge loaded with a heeled bullet that is "outside lubricated".: The heeled part measures about .357 and fits easily into the case up to the expanded nose portion which measures .375. The original load was about 10 grains of black powder. The .38 "Long" Colt was loaded with 15 grains of black powder and the same heeled bullet. Once the .38 Long Colt was adopted b the US military in 1892, the bullet diameter was reduced to .357 and "inside lubricated." The British .380 Rook cartridge retained the older .357/375 heeled bullet.
 
Those have come up time and time again here. They are not terribly valuable but make for a neat conversation piece or display gun.
