Case head expansion is not a reliable way to estimate pressure. There is far too much variation in the hardness of brass, even brass from the same lot. Doing the stats, CHE will get you within a 30 KPSI error window, which is not nearly good enough.

I have a 243 that is instrumented with a strain gauge, and in that rifle, 41 grains of H4350 behind a 100 grain bullet delivers 2950 FPS at a measured 52 KPSI. It would be impossible for another grain of powder to get that rifle over the limit, 60 KPSI.

The old style stick 4831 does have one advantage. It just nicely fills the case instead of leaving extra space.
