.308 norma, maybe you can have a volunteer keep an eye on those enbloc clips and pick them up after the ceremony if you use my method.

Another option might be to use a SLED, which is a single load "clip". They are used for single loading the Garands and remain in the gun after firing and have to be manually removed. Never tried to use one with more than one round though, but it might work. If not, then maybe have the clips modified to remain in the gun like the SLED does after firing. That way you just load three rounds into the rifle, and the bolt locks open on empty, and the clip stays put.

My SLED will accept 3 rounds with the bolt remaining to the rear, eject them (manually) and remain in the magazine when emptied. I just tried this in the basement so I don't know for sure it will load and FIRE them but I don't see why not. If someone can get back out to their range before next Saturday I'd be curious to hear how that works, otherwise I'll report back with my results.
I'm imagining that the detail can load each gun with 3 rnds upon arrival at the ceremony location, with the bolt remaining open until an order for the salute is given. After the 3 rnds are fired, the bolt remains open; clip in the gun. Following a safety inspection, the detail can be excused.
 
People do stupid things. I had a First Lieutenant fire a blank inside the tent extension on a M577.
Just pointed it up and pulled the trigger. Put a perfectly round hole in the canvas. My ears rang for quite awhile. I asked him why and he said he had no idea. He was a good officer and knew better.
