or had the wrong ammo in it.

I've seen a number of times on "The first 48" or similar shows them finding murder weapon in .380 bullets in the mag that is clearly a 9mm only gun, could certainly cause reliability issues.

For the OP looks like one of them Sigma or whatever S&W guns

A while back at the range, I saw a guy manage to get a 9mm into a .380 magazine. JHP, IIRC, so the OAL was closer.
Jammed it up something good, at pretty much every possible manner. Could explain the repeated racking issues, depending on the gun.

Could be any number of issues, i would guess.

It could be a garbage gun. While I have heard many more "professional" gang members will actually buy quality weapons and practice with them (think about it, if your livelyhood is dependant on actually perpetuating violence and taking out rivals and you have the means, you'd get good stuff and know how to use it.), I would guess most smash and grab petty thugs would buy the cheapest gun that looked the scariest. Actually having a functioning gun is secondary.

Then again, I've locked up a quality pistol at the range that required taking back home and taking the whole thing apart. That gun may be 99.5% reliable any other time. Maybe this lady just had an angel on her shoulder that day.

My shooting buddy was suffering from cranial/rectal inversion one day and managed to load a whole magazine full of 380's into one of his 9mm pistols. It shot once and then jammed up in some horrible way. I just about died laughing when he was still struggling with it at his house and his wife asked him what was the matter. His answer of "nothing" did not convince her. :)

Maybe it had a manual safety catch that the shooter forgot or did not know about. Masaad Ayoob has mentioned criminals who could not work the safeties on guns they had stolen, or grabbed from cops.

To me the slide of the gun looks too long to be a Bryco.

Or vice-versa. A .380 rattling around in a 9mm chamber. Thank the gods for stupid orcs.

I tried real hard to stick a 45acp round into a 40 caliber magazine once. Luckily for me, the ammo was smarter than I was and it wouldn't fit.
