Two thoughts,

If reload speed is unimportant, then I doubt a gun is needed at all.

If carrying rounds in a semiauto magazine, maybe carrying a semiauto makes more sense.

I wouldn't carry reloads for a semiauto in a speed loader or speed strip, so none of this makes any real sense to me.

I used ones set up like that (HKS?) my first few years on the job. They were held on the duty belt by a special pouch that closed around the loader and belt from behind and then snapped over the loader. Much less bulky than the pouches that fully-enclosed the loader. The loader wasn't specifically "designed" to straddle the belt; that's just how you placed it. Any make of speedloader at that time could be so worn.
 
Overall, I kind of like the OP's idea. It's something I had never thought of. As I do, I see it more being useful in the case of a single-action and, as someone mentioned, when a magazine is already present. I might try it one day with one of my SA .22LR revolvers.

I also like the SKS stripper clip idea. The .380ACP Grendel P10 I have was capable of being loaded using M16 clips, five of which actually came with the gun. That's my only experience with clips so far.

I have an old "ammo wallet" lying around here somewhere from back in the eighties. It's a plastic, flat case the holds 12 (I think) rounds snapped into place, then can be carried like a wallet. I used to keep six snake rounds and six whatever rounds in it when I was in the boonies. It appears they're still made.

I'm trying to entertain the OP's question. He's only been here six days. ;)

I'd go speed strip or dump pouch (or a couple speed strips in a dump pouch) myself.

I really like that speed strips sit so flat they are very easy to slide in a pocket with out issue
 
It seems like a bad and overly expensive idea. There's no such thing as a "cheap" .38 Special magazine. I know, I've got a Giles .38 Special M1911.

Stick with speed loaders or speed strips.
