New Federal bulk 22LR?

I have yet to have any serious problems with Federal bulk. The occasional light load or failure to fire, but in bulk I consider the occasional one acceptable. Of course I'd have second thoughts with a load light enough to risk a squib, or an overcharged one. But one or two FTF's or quieter pops in a hundred is fine by me.
Of course, I'd buy a brand without them or at least with fewer instead, but in my personal experience Federal is that brand. And if I pay for 'premium' ammo, I'd definitely complain. If I pay Mini-Mag prices, I expect consistency. Start paying for more, I expect it to be worth it.
But $20 for 550 rounds? I'll accept a dozen minor issues.

Of course, I'm picky about my .22 firearms, too. With the ones I've held onto, a dozen minor issues means that box is bad.

No thanks.
Most Federal brands don't function well in my M&P .22 handgun. But everything works fine in the Ruger Mark IV Standard.

It's odd, that Rem. Golden Bullet is near-perfect in the M&P, but most types of Federal have freq. malfunctions?

Opinion: Purchasing bulk 22LR ammo is basically playing three card monty with ammo manufacturers.

The first thing we know is that the lot number is a Federal lot number, not a CCI number (if that matters).

The second thing is that Federal's website does not even advertise #790.

The third thing is that Federal has made 22LR ammo specifically for WM.

It would not be a surprise if it was the same #745 in a new box. In regard to quality, it will be difficult to discern differences in bottom of the line products, without chrono'ing 50 each and also seeing the spread on the target. Are the charges consistent? Are the bullet heels deformed? It is both velocity consistency and how they fly.
Is #790 better than #745 or the BYOB packs? It is possible that #790 is the #745 that does not meet some minimum quality standard. It is also possible that it is the exact same thing in a different box since #745 is no longer a WM exclusive.

It will just have to be tested. I may have to get a box to try. For comparison, my rolling 5 shot average at 50 yds with #745 is 1.608", whereas #510 is 1.199", and AM-22 is 1.386". (#710 and GB are over 2".)

It's odd, that Rem. Golden Bullet is near-perfect in the M&P, but most types of Federal have freq. malfunctions?

The Golden Bullet profile is basically a round nose with a HP. The low end Federal ammo has a truncated cone bullet profile. A lot of times, 22LR handguns made in the image of the centerfire counterparts (or practice kits for that matter) have to have such a steep feed ramp that the TC profile has more failure to feeds. Switching to a RN profile (which GB's basically have, like #510 or AM22) feeds better in those handguns.

I am convinced that the bulk ammo (especially WM) packaged is from lots that do not meet first quality specs. V

I don't think so. Federal doesn't have any other 36gr copper coated ammo in their line up. So there is nothing to produce so called "seconds".
It's simply cheap, bulk ammo.
