These were used in WWII and maybe WWI as Home Guard guns. I know this because I worked on the waterfront most of my life & Mr. McGiffin told me of guards armed with Russian rifles made in America to defend the docks. Mr. McGiffin & his family were in the steamship agency business for many years and were so old they had P.O. Box 3.
 
You all are awesome thanks for all the info, surplus rifles have always been a weakness for me, took all my will power the last gun show to walk away from a nice Swedish Mauser and Enfield, and then bam two weeks later couldn't pass on this Mosin.
