What would be the objection to requiring all gun/ammo purchasers to have a "mini-FFL" or state-issued license that qualifies them for direct shipping from dealers and manufacturers, who would record the transfer?

We have to register to vote. The license would be "shall issue" except in cases of the same limited disqualifications that appear on the current transfer application.

I just had to do a ridiculous and expensive ($40) stork dance in NY to receive a replacement handgun from Ruger for a defective one. With a mini-FFL, it could be done like any product.

I would gladly apply for an FFL but for the cost and other burdensome requirements.

Maybe you need to be living in a state where you don't have to go through that. That said, maybe states like NY, CA et al could institute something like that in their own state
 
If it was an "FFL-lite" there would be recordkeeping requirements, in other words, de facto registration.

There are record keeping requirements with C&R. I don’t disagree with what you are saying but it puts it up to the individual to decide.

I ABSOLUTELY do not endorse a REQUIRED license. By making it optional you leave it up to the individual as to whether or not they are willing to give up some privacy in exchange for easier purchasing etc.

You need to move.
Federal law ALREADY allows the direct return of a repaired or replacement firearm (of the same kind/type) directly to your doorstep. No FFL needed.

Your problem is with your dealer and your states laws.
 
If the serial number is changed in a replacement, I believe an FFL transfer and 4473 is required. Repair returns with the same serial number can ship direct for sure (not sure about possible exceptions in some State's law).

Owner licensing doesn't really accomplish the anti's agenda unless it actually leads to confiscation. They'd only go for it if it was part of a clear path to confiscation. If there are any provisions that frustrate that goal, they'll decline.

The only way I can see it being attractive to pro's would be if it came with substantial benefits -- not just waiving a $40 (or whatever) fee. More like Federal CCW, 50-states, with pre-emption. I believe I would sell out for that myself.

Direct sales are an incentive but it potentially cuts out distributors and dealers, harming existing gun industry establishments. It may be a good thing, but it would be a painful one to adjust to. The way it is now, I can order something on grabagun.com, sign a 4473 in-person, and pick up the item at a LGS for a small fee. My state/county-issued CCW permit waives the NICS BGC -- because I am effectively BGC'd and subject to revocation of the permit. If the Federal license were to only afford me to waive a small transfer fee, it would not be worth it. If it also replaced the state/county CCW permit and BGC's for transfer, then it becomes worth considering. If it is also 50-state with pre-emption, then we're talking. Don't get me wrong. I believe permits are an infringement and I believe I have and would be selling out. I am just willing to sell out for a lesser infringement versus a greater one.

Wrong. As I wrote above it's allowed per Federal law:

§478.147 Return of firearm.
A person not otherwise prohibited by Federal, State or local law may ship a firearm to a licensed importer, licensed manufacturer, or licensed dealer for any lawful purpose, and, notwithstanding any other provision of this part, the licensed manufacturer, licensed importer, or licensed dealer may return in interstate or foreign commerce to that person the firearm or a replacement firearm of the same kind and type. See §478.124(a) for requirements of a Form 4473 prior to return. A person not otherwise prohibited by Federal, State or local law may ship a firearm curio or relic to a licensed collector for any lawful purpose, and, notwithstanding any other provision of this part, the licensed collector may return in interstate or foreign commerce to that person the firearm curio or relic.

Thanks for the correction. I guess my belief was just based on manufacturer policy rather than the law.
