The good news, if there is any, is that it appears they bubba'd the scope on high enough that a person could still use the irons.
 
Trying to find a bright side, it might be possible to cut/file the welds back down to the original receiver contour and get a used Mini14 on the cheap. However, the front weld is over the section where the left lug locks into the receiver -- I'll bet whomever was responsible was no expert in the science of stainless steel heat treatment. Garand wept!
 
was this done in the US or perhaps someplace where mounts are not easy to come by?

I have seen an expedient mount for a Enfield Sniper which was made out of angle iron with Weaver mounts screwed into it. It was still better looking as it was attached with D&T the receiver rather than welding on the receiver. Given the blobbing, they have certainly affected the strength of the receiver.
 
I was just thinking this looks like something from the game rangers in Kenya or Zimbabwe or some such might have put together to give them an edge on poachers I seem to recall that in Krouger (sp) Park they had a bunch of Minis for some unknown reason.

Didn't Ruger ship a whole bunch of minis and ac556's to a couple of African militaries? I think the French used some in one of their paramilitary police forces too.
