I want to gift a handgun to my father in law in Georgia and I live in Ky. How can I do this legaly?

If it's a handgun you already own, meet at an FFL in Georgia and transfer it. If it's new, give him a gift card for a gun shop in Georgia where he can buy it. That'd be the easiest option. The fact that he's your father in law and that it's a gift rather than a sale are irrelevant as far as the law is concerned.

I do not know. I think that you have to facilitate the gift-giving through a person with a federal firearms license who would be familiar with interstate rules and regulations as regards firearms as gifts (or sales). Please don't quote me on that, though. Good luck.

As others have noted, it has to go through an FFL in GA. There's no exception for either gifts or family members under federal law. It's at 18 USC 922, if you want to read it.

ETA: Gift cards do not have that restriction, just in case you're thinking of buying him a handgun, as opposed to giving him one you already own.
