VSSA is the traditional NRA-affiliated "state association." It sponsors shooting teams, competitions, etc. but it's not primarily focused on agitating for the RKBA. In other words, its role is much different from that of the VCDL.

It used to be that joining a state association was one way to qualify to get a gun (typically an M1 Garand) from the DCM/CMP. Members that were actively involved in Service Rifle competition could even get bona fide M14's on loan. As I remember, this was a big deal back in the 1970's.
 
Unlike VSSA, VCDL is solely a Second Amendment civil rights lobbying organization, focused on commonwealth and local (county and city) laws and regulations. VCDL does not conduct any training, competition, teams, etc. VCDL does occasionally support shooting events as fund raising and membership- building awareness events.

Membership in VCDL does quality as eligible for CMP purchases.
