Why did the Soviets swap from the TT33 to the Makarov?

Unless you’re Rambo, or a cop armed only with a sidearm, a tactical reload for a pistol is a moot point. The heel release allows better retention of the mag, and the overall package is smaller and lighter than the Tok, which also makes it more applicable for concealed carry -now you can issue the same gun to officers, commissars, and detectives. The Mak round is quite good, and if the sidearm *is* necessary in a pinch, a double action first shot is going to be faster and more intuitive than racking the slide on a Tok to chamber a round (unless you care to carry the Tokarev loaded, in which case you greatly facilitate the likelihood of an accidental discharge.)
