Is there a time factor in years where a state can ask you for a copy of a transaction that you did permit holder to permit holder in the same state?
 
I'll assume by "transaction" you're talking about a gun sale. What kind of permit? Concealed carry permit? Purchase permit? FFL? What state? Most states don't require private sellers to keep a record of a sale to another resident of that state, so, if you're talking about concealed carry permits, the answer to your question would be zero, in most places.

I see. That makes more sense. This may help. https://www.nraila.org/gun-laws/state-gun-laws/connecticut/ I speed read through it real quick and saw nothing about the state being able to ask that question, so the answer may still be zero. It also may depend on whether you're talking about a long gun or handgun. CT requires a record of each sale of a long gun be sent to the State Police but that's not required for handguns. Obviously they shouldn't need to ask someone for a sales record that they already have. I may have missed something though. Good luck.

Also, if you try and ask someone "in authority" they are going to be very inclined to hedge their bets and give you answers that approach infinity. And/or that you should just trust any one official who asks you for anything, ever.

And not necessarily because they are craven fellow-travelers, either; just that being employed by a bureaucracy tends to encourage going along to get along, and not racking boats.

Different states, different rules.
IIRC, Ill-ANNOY recently passed laws requiring two citizens doing a face-to-face sale go to a FFL to run a background check. The seller then has to keep those records for 10 years.
