I have a white mountain carbine with a bad bore.

I have thought about cutting it’s barrel down to around 13 inches in length. Not for sure if I would want it bored out to a smoothbore or to make it rifled with a groove diameter of .565. If I decide to get it with the second option of .565 groove diameter, What would be the most effective rate of twist if I was to choose a hollow base Minie ball as the projectile? Or with the short barrel would I be better off with a twist rate that would be conducive to accuracy with a patch round ball instead?

Just kick it around for a while and tell me your thoughts or concerns. Thanks for all of your input and feedback.
 
I scratch built a pistol years ago using a 12 inch cut off from a barrel with a 1 in 70 twist. It's surprising how accurate it is, I use patched ball over 30 grains of powder.
 
This will be an ignorant question, but do tax stamp rules, etc. apply with a black powder SBR? I would guess not, but never thought about it before.

If it were my shot out rifle, I would seriously consider having it rebored to 58 cal with a PRB twist of 1 in 70 or so if this will be used to shot anything bigger. If this is a small game/utility gun, I would be tempted to have it turned into a 28 gauge smoothie.

No. They do not. The Feds do not consider muzzleloaders to be firearms.

Cutting the barrel is much less of an issue than properly crowning it. Mine isn’t good much past about 30 yards because I didn’t have a good way to cut the crown and I did a terrible job at my half-brained attempt. I would say 50 yards would be an absolute max for a gun like this.
 
Hi West Kentucky, I learned of a way to crown a cut off barrel using a hand drill, or brace and bit setup. Go to a hardware store and buy a ball shaped grinding stone on a 1/4 inch shank, chuck it in the drill and turning it slow and with a small amount of pressure let the stone sink down into the muzzle about 3/16 or so. Make sure the cut is the same width all the way around. It works, just go slow.

This will work fine, although technically it doesn't make much difference if the crown is crooked or lopsided once you determine POI and find it acceptable. Then you just need to make sure the crown stays the same, as in don't beat it up banging it on stuff which could change POI.
