can all .38 SPL revolvers fire 9mm Luger?

You would have to work to make that KABOOM! happen. There is nothing for it to head space on and there is no room in a standard 38 S&W cylinder to allow the moonclip to work. Maybe if you pointed it straight up so the cartridge rested against the recoil shield as you pulled the trigger.

Small Diameter C-Shim in the extractor groove of the cartridge.

The rim on a 9x19mm cartridge is .050 -.010. The headspace on a 38 S&W is .056 to .070. So you moonclip or C-clip could possibly be almost .030 (got to have a thousands or two so the cylinder with rotate) if you have thin rims on your 9mm and a maximum headspace in you 38 S&W revolver but it likewise could require thinner than .006 if you had thick rims and a tight head space. If both of these dimensions are in the middle of their tolerance zones it would be a a .018 thick moonclip or C-clip. Might actually work. KABOOM AWAY!

So, conclusion is ( contrary to my original belief) that 38 SPL is obsolete compared to 9mm ?
Less energy for more $$ per round.
I really got fooled by that long case ...

It's not obsolete, it's just not as powerful as the 9mm.

9mm cost is a function of the huge quantities sold and shot. In general, the cost of ammunition has very little to do with its energy/power levels and a lot to do with how common it is.

FWIW, I've had several S&W and Ruger 9MM revolvers. You're not alone in assuming the .38 must be more powerful, because the .38 is a longer/"bigger" cartridge. I mentioned a 9MM revolver to someone once, and they assumed the 9MM was less powerful, and recoil would be much less than .38. The .38 is certainly not obsolete, but I've not chronographed any major manufacturer 38+P that is as energetic as even standard pressure 9MM in barrels of similar length. The +P 9MM, and especially +P+ 9MM, produce velocity, energy, and resultant, recoil greater than most might expect.

Provided the moon clips ...
I am looking at possibly getting RIA model R200
dekibg, you would have have another cylinder made to shoot 9mm, however if you have "deep pockets" you might find a Philips & Rogers M47 Medusa that will shoot 380 ACP to 357 Mag and everything in between, but they "fetch" vintage Colt Python prices, Philips & Rogers also made conversion cylinders for S&W and Ruger, but they're rarer but can be had for less than a M47, however they require a gunsmith to install them.
