Budget defense rifles

I've got a friend that lives in New York state, he wants to get 2 rifles preferably semi auto for plinking and home/self defense.

He wants to get 2 Ruger 10/22's but they're limited to 10 round mags, I suggested he get a Ruger 10/22 and a CVA Hunter scope combo in 7mm-08.

It would only be 20.00 more than the Ruger and he'd have more power for hunting and home defense.

If he wants two rifles for plinking and SD/HD, for under $440, it doesn't sound like hunting is high on his list. Two Rugers should fit the bill. They're less expensive with plastic stocks.

For even less money, but no less reliability, the Mossberg 702 Plinkster makes a good option, though not as readily available as the Ruger. The Taurus/Rossi rifles look just like them in the action; perhaps they're made at the same plants in Brazil?

Is he going to be able to get .22LR ammunition, though? It seems to have gotten scarce again.
 
What exactly is he defending with a bolt action scoped rifle? It's not ww2....

I'd probably do a cheap shotgun and a 9mm hi point carbine for $440. You might just barely get that.

i assume that o.p.’s friend is new to guns and would feel more at ease with a new one. he only wants rimfires, perhaps because his available shooting range only allows long guns chambered in rimfire ammo. he is likely looking at rimfire rifles because nys approval for handguns is difficult, maybe even impossible, certainly time consuming, and he wants something now.

marlin, mossberg and rossi 22lr semiauto rifles all work well for well under $200 new, and use mags under 10 rounds, to avoid running afoul of safe (sic) act in nys. how about one of these in 22lr and something else in 22wmr?

22wmr: not all ammo eggs in one basket, easy recoil, as a rimfire rifle it is less controlled by unfree states than a centerfire, out of a long barrel 22wmr is more defense-useful than 22lr.

during the great obama ammo drought my only rifle purchase was a barely used, scoped, stainless, marlin 17hmr bolt action rifle that even came with a bipod. the pawn shop guy had priced it low to move it, “bolt action in a weird caliber.” the nearby lgs had plenty of neglected 17hmr ammo. it’s not an apex predator stopper, but really fun and accurate, and i got in alot of useful practice. plus, if push came to shove, a 17hmr round precisely placed in the breadbasket would be dissuasive.

i don’t have, and haven’t priced, one but isn’t a henry 22wmr lever action rifle reliable, well made and fast? can o.p.’s $440 rifle budget afford the henry and a $120 mossberg or rossi?

Being how he lives in NYS, I would recommend a Marlin model 60 instead of a 10/22. The magazine ban of the SAFE act is still partially in effect. 10 round magazines are allowed yet you are *only supposed to load 7* from friends I know who live there. Based on what I can find, tubular magazines are still exempt.
 
Maybe a Hi Point 9mm rifle for ~$300 and a Mossberg Plinkster for $100?

I'm not getting why he needs two rifles. If just one will do, the Ruger PC Carbine would be perfect.

Combined, the Hi Point and one of those should come in around $440. That isn't counting extra mags, ammo, etc.. But, the 9mm Carbine would be good for home defense and plinking, while the 22 rifle would be more of a plinker but would be better than nothing I'd pushed into HD use.

While this is not WW2, its way better for hunting than a 22lr, also better rance too.
 
I'd definitely have a short barrel 12ga shotgun. The Mossberg Mavrick 88 or H&R Pardner Protector are under 200.00 new. I have the Pardner. Copy of the Rem 870. Built by Hawk ind(Norinco). Very solid, smooth gun. Better than the Exspress Rems you get these days. For a .22. Marlin 795 or Mossberg 702. Around 150.00 new. They are more accurate than a stock 10/22 and have flat 10 round mags so you can have a bunch in your pocket. Way better than the Rugers sharp cornered cubes. If he shopped carefully he could end up with two of the .22s I mentioned with the shot gun. Or just use the savings on ammo.
 
A .22 LR and a low recoil lever or bolt gun in a common easy to find caliber. If he is a newbie to guns, a shotgun might serve him better, not likely he will need to cover distance.
