They actually had a members-only day around March 1st, after a year or two of being closed for most rifle and pistol shooting. I think the only work remaining was some cyclone fencing around the property line. They won't open to the public until after the state and local "shelter in place" orders end, but the range looks super fantastic.

There aren't a lot of ranges in the SF Bay area; sadly, the Chabot range closed a couple of years ago.

Visited the web site. Out of curiosity, comparing to my own club, I read the range rules. Pretty standard rules with the exception of targets. Is that exclusion wide spread in the state. I’ve pictured the excluded target.

I don't think it's a state law (though I'm not a lawyer), but every range I've visited in the Bay Area prohibits anything remotely person-shaped for public shooting. IPSC, WASS, CAS, etc. seem to not mind for their own events at the same ranges, so I suspect it's just a "don't scare the local press" issue.
