Is there a collector's market for "special edition" marked Rugers? Research it, either sell the one that will bring the best price now, or hold on to the one with the best chance at "appreciation" in value later.

I don’t think it’s an actual “special edition“. I think all the Ruger guns manufactured in 1976 might have had that same inscription. I have a couple Ruger pistols that have the same thing on them. But if someone knows that these carry a special premium for being manufactured in our Bicentennial year and carrying that marking, I’d certainly like to know!
 
I would keep the one that shoots the best. I had a Winchester Featherweight XTRA and traded it towards a new rifle. I had bought it used and it had plenty of wear but the barrel was excellent and it was a great shooter.
 
I've never owned a Ruger that shot as well as any Winchester or Remington I've owned.
 
I would still keep the Winchester and sell the Ruger if I were already predisposed to keep the Remington as well.
