Sighting new Mini-14

I tried sighting in my new Mini-14 (580) but it is shooting very low. I adjusted the elevation as far up as I could, it groups about 3 inches low.
My target was about 25 then 45 yards out, is that just too close. Now I was using some cheap Ammo 55 grain FMJ Lellier & Bellot, looks like Czech.

Go find some ballistic charts o the ammunition you're using. Bullets DO NOT folow a straight line. I'd start sighting at no less than 50 yards then 100. A bullet will travel in an arch. a 223 round with 40-50 grain should zero in at around 200 yards Plus or minus.
