Butte County California Question, CCW?

I have a good friend that has been borderline anti for a while but over time I've convinced him to come back to the light

He's in Butte County, CA. Anyone happen to know of the Sheriff there is signing off on CCWs?

I live in Butte County, and it's one of the closest counties in CA to being shall issue. The Sheriff is very pro CCW, and I've never heard of anyone being denied arbitrarily.
