I'm posting this on a few different gun forums because it seems like the overall community could help in this case.
This begs the question: If I find this particular pistol in a store, would it be legal to purchase it first, then contact the OSBI?

Firearm serial numbers are not part of the information provided to the FBI NICS. All they are told is handgun, long gun or other firearm....they do not ask manufacturer, caliber, serial # or if a handgun whether it is a postol or revolver.19-3Ben I'd assume that DPS would have the serial number flagged so if you try to call in the sale they snag it.
I'd donate the $5k to the local victim's restitution fund, the important thing to me would be seeing that this individual never sees daylight again.

Fortunately, they think they have the guy in custody now. From the news reports I've seen, he sounds like a pretty seriously deranged person (outside the fact that he's charged with the murders of 2 little girls.). They still don't have the gun, though, as of last week.
Of course not, but I think my local news (here in Oklahoma, about 150 miles from where the murders happened) is probably carrying a bit more detail than the rest of the country gets at 6pm.And the news is going to make him out to be what, an angel??? Everyone gets a fair trial in the public media...
