That's a Russian pump-action, by TsNIITochMash, called the KS-23M (for Karabin Spetsialny-23, because it's in 23mm - 4 gauge); they make these mainly for riot-control, to shoot tear-gas grenades and rubber slugs, but they also make a HUNTING version, called the Selezen ("Drake"). It's basically a Winchester 1300 expanded to take a 4-gauge shell, and the non-hunting versions are made with rifled bores, using old 23mm cannon barrels.
