Is there a film, or plastic over my Meprolight Trudot sights?

Because the last pistol I bought with them did not have this plastic layer over them, and they were way brighter.

Am I supposed to peel the plastic layer off? Anyone know what I'm talking about?
 
I have two brand new set of Meprolights in front of me on my XD-9 and XDm .45, and neither have a plastic film on them.

After seeing the OP's post, I decided to check mine out.

New gun, or used? If used, they could be dying. If new, call Meprolight and ask them about the brightness issue.

I've had a bunch of night sights -- including Meprolight -- and never saw a plastic film on any of them (as a protective covering.) If there is a thin plastic film, and you can easily peel it off, peel it off. If it's glass, you'd probably be breaking the tritium vial.
 
The few I've seen new in package had a protective plastic film over the vials, making them look dim and fuzzy like in this image.

Maybe that's the problem!! Those (the ones in the illustration) don't look fuzzy to me... (They just look like dead tritium vials...)
