It is 100% a FEG HP clone, worth about $300-350. Nice shooters, some collectability due to the "fake" marking system. FN parts will interchange if there is anything missing or broken.

As others have stated, the barrel unlocks from the slide and frame and tilts the breech down slightly when the slide is retracted. It moves up and locks firmly into place when the slide is all the way forward.when the slide is locked back the barrel does have much noticeable wobble. I wouldn't say it would affect the accuracy especially at close range. It just clanks around, the whole gun clanks around lol.
FN/Browning has used that location on genuine Hi Powers as well.jmace57 I agree. FEG clone. That location on the grip is where you see their serial numbers
