Bore scoping with a piece of brass in the chamber gives you a relative length of the chamber w/r to that piece of brass. I suppose you could let your brass grow until it gets close and measure that length.
The only downside is not all chambers are the same, and some over spec brass could...

I've always shot 140's in mine. IMR 4831 works very well with those. I did have a load with IMR 4895 that had the same zero at 100 that the 4831 had at 200. I'm sure that you can figure out something good with your H4895.

That's my load too, albeit w/ Hornady's. I've never shot mine from the bench, but that load is capable of cleaning the 300 yd. MR-63 target which has a 2 MOA 10 ring, shot prone w/ a sling.
