Yes, RAR, Target model. I like it an awful lot, but I’m not sure I’d trade a 100%-running Savage for one. If I was curious about RARs, I’d look real hard at one of the bull barrel polymer stocked ones. I think one of those would make an excellent base for a build. FWIW, YMMV.

If you want a full answer to that question, go read Miranda. The short answer from Miranda (but not generally), is that it’s unfair to place a man in custody, browbeat him into making a confession, then use that confession to convict him.
Because Miranda v. Arizona dealt with an interrogation, not a search, and SCOTUS answers the question in front of it, not more. Search law is a related but separate body of law.
I have a Harris bipod on one of my RARs. I like it, but ... It's either on this notch or that notch, no in-between. I am beginning to think maybe I should look for something with a little finer adjustment to it. YMMV.
Whether it was on backwards or not, it's been replaced by the original rail now. I also think that I should probably only introduce one variable at a time into the equation. Got a new scope, that's one. Rail was variable #2.
