Funny, I have had the exact same experience with PRVI Partizan .243 ammo. Good accuracy (at least as good as I am a shooter), dirty, and I even had the hard to close bolt that you experienced. At $12.95 per 20 it's almost half the price as the American factory loads. Good for...

I know someone who shot a dangerous dog in the head at nearly point blank range with a .25APC and the dog immediately took off. We both spotted it several days later running around seemingly unfazed.
I have a TCP and have had no problems at all with any FMJ or with PDX1 ammo, but it won't feed Federal or Hornady JHPs at all. Not much of a problem for me, as I just load it with the Winchester PDX1 which is a fine SD round.

My 2 cents are a Daniel defense upper and either assemble or buy your lower. You should be able to get this setup for around 750 or so if you do your shopping...
Regarding the above post, if you don't trust Adco I don't know who you would trust. They have the best one in the market now IMO. I know because I researched them all and bought the Adco with no second thoughts or reservations.
They plan on keeping the lowers at the 69.99 price point for a while at least. I understand that this will be the regular price despite the "introductory" price. I bought one of the first 100 and the finish is nice although I have not yet assembled it.
THey are made in China but they are getting pretty good reviews on arfcom, for what they are. I have one of their aimpoint clones and it has been solid.
