When and how did the first accurate way of measuring bullet velocity and also chamber pressure come about? In the old days did they have any real idea of just what was going on in there with any degree of accuracy?

Odd thought popped into my head
Seeing how more people are using red dot sights like Eotechs, just how resistant are these things to EMP? As far as I know they may not be effected at all but with more people putting them on their SHTF guns, could it be a problem?
