I don't think the VA law "has teeth" like that. At least there is no mention of what would happen to those who pass a law covered by preemption in opencarry.org's summary. BTW, the opencarry.org...
Virginia has state firearms law preemption; so unless it's a state law ... it is not law. BUT I would not be surprised if some localities still "have gun laws on the books".
