The Vanguard Select with black plastic stock is on sale at Wal-Mart for $350 which is a great deal. The Howa 1500 action is solid, reliable, and accurate. Yes, they are a bit heavier than many 'budget' rifles but that's the price you pay for a solid bolt, metal trigger guard and bottom metal...
I didn't have that one, but it was a cheap Barska spotting scope. It was definitely on the junk side of the scale. I couldn't wait to get rid of it.
For that kind of money I'd look closely at the Redfield offerings.

Partly because there is no guarantee that she is, in fact, toast, and partly because it will make them stronger in the eyes of politicians in the future. That's my guess anyway.
The Win is certainly nice.
For $1,000 I'd look for something special. If you like the CZ 550 (I do) then I'd take a look at something like the 550 Ebony special edition. Should be able to get one for around $850.

What kind of budget are we talking about? Are you buying the rifle only at this time, or do you want to buy optics at the same time? What are your expectations for accuracy? What have you looked at, like/dislike?
For the shots you mentioned, I'd go with a 2-7 power or 1.5-?. It's easy to over scope. Sometimes even 3X is too much. My favorite is my Minox 1.5-8, but that won't fit your budget. I'm also a big fan of my Redfield Revolution 2-7, but the Burris FFII in 2-7 is pretty good as well.
The LCR is fine, but I'm partial to the Smiths. Most recently I went with the Wyatt Deep Cover. I don't care about the Gunsmoke thing, but the Performance Center goodies (especially the polished trigger) make it a great little revolver. Give one a try if you can find one...
